MNRE Leads Clean Governance with Special Campaign 4.0

The Ministry of New and Renewable Energy (MNRE) in India and its associated Public Sector Units (PSUs) and autonomous institutions have successfully executed Special Campaign 4.0. This initiative, organized by the Department of Administrative Reforms & Public Grievances (DARPG), ran from October 2 to October 31, 2024. The campaign’s mission was to instill the principles of “Swachhata” (cleanliness) and administrative efficiency across government offices, with MNRE and its institutions making significant strides in waste reduction, grievance resolution, and records management.

Clean Governance: Prioritizing Efficiency and Swachhata

Particular Campaign, 4.0 by DARPG, aimed to standardize office practices through the Central Secretariat Manual of Office Procedure (CSMoP) and focused on various areas, from records management to cleanliness. The MNRE collaborated with its two Central Public Sector Units (CPSUs) — the Indian Renewable Energy Development Agency Ltd. (IREDA) and the Solar Energy Corporation of India Ltd. (SECI) — along with three autonomous institutions: the National Institute of Solar Energy (NISE), the National Institute of Wind Energy (NIWE), and the Sardar Swaran Singh National Institute of Bio-Energy (SSS-NIBE).

Through this campaign, MNRE championed a systematic, clean governance approach to promote sustainable practices within its offices. The Ministry launched a series of focused training sessions on record management and cleanliness in multiple cities, ensuring nationwide consistency. 

Implementing the Campaign: Training, Cleanliness, and Accountability

Training sessions were conducted at Atal Akshay Urja Bhawan in New Delhi and MNRE’s campuses in Gurugram, Chennai, and Kapurthala to guide staff in effective record management. The sessions emphasized the importance of timely handling of VIP references, file retention schedules, and practices for managing government records under the Public Records Act. This effort was designed to streamline records management and instill a strong understanding of the importance of cleanliness within governmental office environments.

MNRE also focused on clearing out redundant records and office items. The campaign encouraged the weeding out of obsolete files and the disposal of unneeded stationery and scrap materials. The Ministry’s dedicated efforts to cleanliness extended beyond aesthetics; they represented a commitment to creating an efficient workspace conducive to productivity. 

Achievements: Reaching 100% in Key Governance Goals

MNRE reported impressive outcomes from October 2 to October 31, meeting 100% of its targets across several key performance areas, including:

1. MP and State References: Every MP and state government reference was reviewed and resolved within the campaign’s timeline, ensuring timely communication and accountability.

2. Grievance Redressal: All public grievances, appeals, and PMO references were addressed, improving citizen trust in governance.

3. Physical and E-File Reviews: A thorough review of 1,631 physical files and 581 e-files was completed. This review eliminated outdated materials, freeing up storage space.

4. Cleanliness and Space Utilization: Disposing of obsolete files and equipment cleared approximately 800 square feet of office space, allowing for better resource utilization. The scrap disposal generated Rs. 460,788, demonstrating that the campaign’s sustainable practices also contributed to financial gains.

Strengthening Clean Governance and Office Efficiency

By reaching its goals for document management, grievance redressal, and efficient resource use, MNRE exemplified the values of clean governance. The campaign has set a benchmark in responsible office administration, demonstrating how simple practices can lead to broader organizational efficiency and accountability. Particular Campaign 4.0 reflects the Ministry’s dedication to creating an environment that balances sustainable office practices with responsive public service.

Clean Governance Moving Forward: Commitment to Continuous Improvement

MNRE’s active participation in Special Campaign 4.0 is more than a one-time event; it represents an ongoing commitment to clean governance. The Ministry intends to uphold these standards, ensuring government offices continue to adopt practices that reinforce accountability and transparency. By focusing on Swachhata, efficient record-keeping, and regular grievance resolution, MNRE is setting a proactive path toward sustainable, citizen-centered public service. 

As a result of these efforts, MNRE, IREDA, SECI, and autonomous bodies like NISE, NIWE, and SSS-NIBE are poised to strengthen their roles as leaders in renewable energy. These clean governance principles enhance MNRE’s credibility, enabling it to serve as a model for other ministries aiming for efficiency and transparency.
